Kabul residents were bracing themselves on August 15 amid reports that Taliban militants had entered the Afghan capital. Officials told Reuters the militants were coming in "from all sides" but there were no reports of fighting. A Taliban spokesman said in a statement it was in talks with the government for a peaceful surrender of Kabul. Acting Interior Minister Abdul Sattar Mirzakwal said the army retained control of the city and that power would be handed over to a temporary third party.
