Russian atrocities in Ukraine have created an "emotionally heavily charged" atmosphere in Latvia, according to the country's president, Edgars Rinkevics. Speaking to Current Time's Maria Andreeva in Riga on January 9, he described divisions between those who had suffered repression in the Soviet era and some Russian-speaking Latvians.
