A lawmaker in the Russian region of Samara, Mikhail Abdalkin, who mocked President Vladimir Putin's annual address to lawmakers, has been fined 150,000 rubles ($1,975) on a charge of discrediting Russia's armed forces. A court in Novokuibyshevsk pronounced the ruling on March 16. A photo of Abdalkin listening to Putin's speech on February 21 with noodles on his ears went viral. The phrase "to hang noodles on someone's ears" in colloquial Russian means "to lie to someone."
