Although Montenegro's constitution declares the country an "ecological state," its wild Balkan meadows and mountains are littered with illegal dump sites. Hundreds of unofficial landfills pollute the environment, despite the country's national tourism slogan "Wild Beauty." The EU-candidate nation will have to raise its recycling rate from 1 percent to 50 percent by 2030 to be eligible for membership.
