OSCE Reports 'Numerous Procedural Irregularities' In Russian Vote

The Organization for Security and Cooperation in Europe said Russia's parliamentary vote was marred by procedural irregularities and curbs on basic political rights. President Vladimir Putin's ruling United Russia party won the September 18 State Duma elections by a landslide, according to official results. But the OSCE's Ilkka Kanerva said Russia's democratic commitments were challenged by restrictions on fundamental freedoms. (Reuters video)
