President Vladimir Putin on October 5 said Russia had successfully tested the Burevestnik nuclear-powered cruise missile that he has long boasted was under development. The missile, known under NATO standards as Skyfall and believed to have a potential range of thousands of miles, had reportedly suffered several failures during previous testing and Western sources have remained skeptical of its viability. Putin also suggested that Russia could revoke its ratification of the 1996 Comprehensive Nuclear Test Ban. “Theoretically, we may revoke the ratification.” he said, arguing it would mirror U.S. actions.
