Russia Considers 'Yakovlev List' To Counter Magnitsky Bill

The ruling United Russia faction in the State Duma, the lower house of parliament, is set to propose naming a sanctions list of U.S. citizens called the "Dima Yakovlev List."

United Russia's Vyacheslav Nikonov said the choice would be appropriate to remember all the Russian children who were adopted by American parents and later died while in their custody.

Two-year-old Dima Yakovlev died after being left in a locked car by his adopted father on a hot day for nine hours.

The Russian president's special representative for children's rights Pavel Astakhov said Yakovlev's adopted father – Michael Harrison – would probably be included on the proposed Russian sanctions list.

The U.S. Senate passed the so-called Magnitsky Bill last week. This legislation seeks to impose sanctions on Russians who violate human rights.
