Russia faces punishment from the International Ice Hockey Federation because its players left the ice before the victorious Canadian team's anthem was played after the world championship.
Canada beat Russia 6-1 in the final championship game in Prague on May 17.
Most Russian players collected their silver medals and headed for the dressing room before the trophy presentation was over.
Only a handful of Russians remained on the ice, including top stars Alex Ovechkin and Evgeny Malkin.
Federation President Rene Fasel called Russia's behavior "unacceptable" and said he was "rather upset" by the Russians leaving the ice. He promised "some sort of punishment" would be handed down.
Russian Hockey Federation President Vladislav Tretyak attributed the walkout to an "organizational blunder."
"There was some kind of confusion,” he told TASS news agency. “It turned out that the gates leading to the locker rooms were opened immediately after the match," with Russian players seeing that as an invitation to leave, he said.
