Russia has placed new restrictions on foreign-made drugs provided through state-funded health care. Officials have pledged that equivalent drugs produced in Russia will be made available. But some patients with serious illnesses have suddenly lost access to life-saving medications and are forced to pay huge fees -- or even smuggle drugs from abroad.
