Russia has appointed Admiral Aleksandr Moiseyev as acting commander-in-chief of the Russian Navy, replacing Admiral Nikolai Yevmenov, the Fontanka news outlet and the Izvestia newspaper reported on March 10, citing unidentified sources. Yevmenov has been in the post since 2019. Kremlin spokesman Dmitry Peskov on March 11 declined to comment on the report. Ukraine has damaged or destroyed numerous Russian vessels in the Black Sea since the start of Russia’s February 2022 invasion, embarrassing the Kremlin and the military.
