Russia vetoed on November 17 a proposal to temporarily keep alive the mandate of the Joint Investigative Mechanism (JIM), a UN body investigating who is responsible for chemical-weapons attacks in Syria, one day after blocking a one-year extension of the inquiry. The veto in the UN Security Council was Moscow's 11th such veto of UN resolutions involving the Syrian civil war since the conflict began in 2011. (Reuters)
