Russia's lower house of parliament is expected today to hold its third and final vote on ratification of a new nuclear arms reduction treaty with the United States.
Analysts say approval of the New START treaty by the State Duma will send the ratification bill to Russia's upper house, the Federation Council.
The U.S. Senate ratified the 10-year treaty in December.
