United Nations officials say about 5,000 people are now being killed every month in Syria's civil war, which has caused the worst refugee crisis since the 1994 Rwanda genocide.
UN Human Rights Deputy Chief Ivan Simonovic said on July 16 that "the extremely high rates of killings nowadays" indicates that the conflict has drastically deteriorated.
The UN estimates that more than 100,000 people have been killed since the conflict began more than two years ago.
The UN High Commissioner for Refugees, Antonio Guterres, said that an average of 6,000 people are now fleeing Syria each day.
The UN has registered nearly 1.8 million Syrian refugees in neighboring countries. UN humanitarian chief Valerie Amos accused the Syrian government and opposition of failing to protect civilians.
The officials called on the UN Security Council to take stronger action to deal with the crisis.
