Diplomats say world powers are moving closer to agreeing on the text of a United Nations Security Council resolution requiring Syria’s government to dismantle its chemical weapons.
Russia’s UN delegation says, however, that no deal has been reached yet.
Ministers of the five veto-holding Security Council members -- Britain, China, France, Russia, and the United States -- met September 25 with UN Secretary-General Ban Ki-moon.
Russia has been resisting efforts by the United States and its allies to include in the draft resolution the possibility of military or other action under Chapter 7 of the UN Charter if the Syrian regime fails to fulfill its obligations.
Earlier this month, Russia and the United States agreed to a deal that calls for Syria to destroy all its chemical weapons by mid-2014.
