Rights activists say Syrian troops killed at least 20 people today, just one day after Syrian government promised to the Arab League to end violence against protesters.
The London-based Syrian Observatory for Human Rights, citing witnesses, said all the casualties were reported in the restive province of Homs.
Homs has been a flashpoint of protests against President Bashar al-Assad's regime.
The United Nations estimates more than 3,000 people have been killed since protests began in mid-March.
Under the deal announced at an Arab League ministerial meeting in Cairo on November 2, the Syrian government pledged to withdraw its troops from protest centers, although the text set no timetable.
EU foreign policy chief Catherine Ashton, speaking today in Brussels, urged Syria to implement the plan "fully and rapidly."
