Tillerson: Russian 'Illegal' Actions In Ukraine Required More Forceful Response

U.S. Secretary of State-nominee Rex Tillerson said the United States should have had a more robust military response following Russia's annexation of Ukraine's Crimean Peninsula in 2014.
