Turkish police detained a man carrying a fake bomb outside the office of Prime Minister Recep Tayyip Erdogan in Ankara.
Interior Minister Muammer Guler described the man as "mentally unstable." He said the man had warned of his arrival five minutes beforehand "and our men were ready to seize him."
A witness said the suspect was wearing a belt around his waist that contained cables, a black box, and some type of cement or putty.
Police identified the man as 52-year-old Tugrul Bayir, but gave no further information. Erdogan was not in his office at the time of the incident.
