MUNICH, Germany -- Turkish Foreign Minister Ahmet Davutoglu has accused Damascus of pursuing a starvation strategy against opponents by refusing humanitarian access to areas besieged by the Syrian Army, such as the city of Homs.
Speaking on February 2 at the Munich Security Conference, Davutoglu called on the UN Security Council to act urgently to require Syrian President Bashar al-Assad to allow international food and other aid to reach conflict areas throughout the country.
Davutoglu also called on the Security Council to make a decision to require the Assad regime to establish a transitional government.
The Syrian government and opposition met under UN auspices in Switzerland last week.
They were unable to come to any accord over humanitarian access to Homs, which has been besieged by government forces for 18 months, or upon a political transition process for the country.
