The spokesman for the Organization for Security and Cooperation in Europe's (OSCE) monitoring mission in Ukraine, Michael Bociurkiw, defended the presence of Russian team members on November 12. He said the Russians made up a small part of the overall team, and that OSCE staff were loyal to the organization rather than their individual countries. Ukraine and Western governments have accused Russia of supplying troops and equipment to separatists in eastern Ukraine, which Russia denies. (RFE/RL's Ukrainian Service)
