Russian air strikes on the Ukrainian city of Kharkiv injured at least 21 people late on September 21. The day after, RFE/RL filmed workers clearing rubble and destroyed cars outside a damaged 16-story residential block. Residents needed plywood sheets to cover smashed windows.
