Ukrainian security services say "people were tortured" by Russian troops at a local police station in the recently liberated city of Kupyansk. Ukrainian troops retook the city in the Kharkiv region from Russian occupying forces on September 10 during a sweeping counteroffensive. Entering the city, Ukrainian soldiers also discovered many destroyed buildings and vehicles along with pro-Russian billboards.
