UN Secretary-General Ban Ki-moon has called on government and business leaders, aid groups, and donors to commit to halving the number of internally displaced people by 2030.
"We are here to shape a different future," Ban also said on May 23 at the opening of a two-day humanitarian summit in Istanbul.
Some 60 world leaders are due to attend the event with talks expected to focus on ways to better meet the needs of people affected by conflicts and disasters.
Turkish President Recep Tayyip Erdogan told the summit his country expects a "fairer share of the burden" of dealing with refugees.
"Too many promises are made and then the money does not come for the projects. That must end," said German Chancellor Angela Merkel.
Some 60 million people are displaced around the world and at least 125 million require assistance and protection.
