International observers documented vote buying and double voting in Georgia's parliamentary elections on October 26, the head of an observation mission said. Ioan Bulai, leading a delegation sent by the Parliamentary Assembly of the Council of Europe (PACE), spoke at a joint news conference held by chief election observers on October 27 in Tbilisi.
