Beijing has invested more than $100 million in developing the deep-sea port close to the Strait of Hormuz, a key global oil-shipping lane.
Despite warming trade relations, Beijing and New Delhi are considered traditional rivals.
India has been wary of growing Chinese influence in South Asia.
China has funded a port in Sri Lanka and has offered Bangladesh a similar project.
