Footage from a St. Petersburg polling station shows two women stuffing ballot after ballot into a box, then shaking it to mix up the results, while a guard remains nearby. It's just one piece of evidence of what local observers say was widespread vote-tampering and fraud in the March 15-17 vote, which gave President Vladimir Putin another term in a landslide victory.
