Russian Prime Minister Dmitry Medvedev says fans acting violently during sporting events "must go to jail."
Medvedev on November 19 ordered his government to introduce tougher legislation against fan violence in sport after a star Russian goalkeeper was wounded during a match.
Dynamo goalkeeper Anton Shunin was injured by firecrackers thrown by fans during a soccer game between Dynamo Moscow and Zenit St. Petersburg on November 17.
The match was abandoned, and Shunin suffered burns to his cornea in both eyes and some loss of hearing in one ear.
Dozens of people were detained and a criminal case was opened over the incident.
Both Zenit and Dynamo have a history of fan violence, raising doubts about whether Russia is fit to host the 2018 soccer World Cup.
